manager/estimator for construction

Looking for: manager/estimator for construction projects, town, state, federal and privet projects. Encompassing most construction work, specializing in outdoor fence and railing installations. This person needs to be able to read blueprints and make a list of all the necessary material, contact venders and customers, and work well with others. we are looking for a leader to take charge of the department and bring it to a higher level.
